I'm not sure if I understand your question. The only thing that is left to do is to add the translations of the plugin description to the plugin MANIFEST.
plugins/build-common.xml is the file where MANIFEST is created. To get the translations of the description into the MANIFEST that creation process needs to be extended. Thus the MANIFEST build rule in build-common.xml needs to be extended. I don't know yet how that could be done, I think it is a combination of a script and ANT commands.
I18N is already complete as it is now. What can be done is only a cleaner interface by storing data at the right place, but it is a lot of work and no user visible result. And probably some side-effects nobody knows yet.
You mean the plugin description translations should not be added to the MANIFEST because there could be side-effects and it is not user visible? OK, then I will add that just to my plugin.
