While placing them in the manifest would actually be the PROPER way I
never really found the energy to do so, as there is no real benefit.
It's hard to measure the benefit of internationalization. But that doesn't
mean it shouldn't be done.
I18N is already complete as it is now. What can be done is only a cleaner
interface by storing data at the right place, but it is a lot of work and
no user visible result. And probably some side-effects nobody knows yet.
