For most sites, speed of the server side language is not the factor
in poor speed performance, rather it usually is an issue on how the
application has been built and bad/good design choices.
(of course this is a very general statement but as a rule I find it true
and notice I said language not container. The container that runs the
server side language is a major factor of the speed equation)
Now for the the mega mega size web applications where every ounce of speed
matters, the difference again lands in the lap of the developers.
In most cases it is best to use the platform you can tune the best, and it
is not an issue of the server side language but an issue on your expertise
to tune your hardware, web server and design to get maximun
performance.
