As far as I know there is no mechanism for putting the JSPWiki repo in
read-only mode.
Maybe we could introduce a repo-level lock:
* this should be checked in PageManager.lockPage()
* you should be able to view, set and reset it from the Admin.jsp page
If the lock is on, a user that tries to edit a page should get a message,
telling him that the repo is open for RO.
