"If" we implement a GUI based Importer, we also need a LOCK_ALL mode.
The Lock-Mode could be handled by a Servlet-Filter. The filter, depending an
the Lock-Mode, can drop events (page-edit, rename, delete, ...) and send a
message to the user.
