You need the lock-all mode only for the Import-Functionality in a live system.
If we implement the Export-/Import-Function only for "migration-time", we don't
need such a "hard" lock.
If our requirement is "don't stop the system (old or new)", we need a kind of
lock! If it's possible to stop, we don`t need a Export/Import-GUI, or do we?
