So you are describing a scenario in which you *permanently* wish to stop
editing of the old wiki. This cannot be solved by an automatic lock_all bit
during export, simply because after the export someone could go and change a
page, and your repos would be different again.
So I think that the correct solution in your case is to edit jspwiki.policy to
make the wiki a read-only resource. Yes, it does need a restart, but I think a
better solution would be to allow dynamic loading of jspwiki.policy. I think
it's almost there, is it not, Andrew?
