I am not at all convinced that running an export would be inherently any more 
unsafe than viewing a page.  Yeah, your repo might change, but it's more of a 
cosmetic problem than anything else.  After all, it does not logically speaking 
matter whether you change the page after the export is complete, or after that 
particular page has been exported.  You can't change the exported data anyway.

Besides, you can lock a single page with the existing API already while you do 
your export.  This prevents a single page history from being corrupted.

I don't think we need repository-wide locking.  It's just extra work with no 
gain.  If you absolutely need it, you can just turn off access to the repo, but 
I think for the most part, people won't need it.
