I think #8839 is a perfectly valid reason that "some" projects might have 
not seen progress.
But there are others not on the list that have seen very much progress.

I would be a fan of making a feature freeze very soon. We have already very 
important new features in 0.4 that justify a release:

- call overloading
- doc system
- new cool subarrays
- GC improvements if someone presses merge (which is hopefully soon)

And I have certainly missed a lot others. The only thing that I really like 
to be in for 0.4 is package precompilation.
