The "background sync" option is under the K-9 settings. Follow down
the selections that I showed.

The outgoing mail server settings that you indicate are not the
options that K-9 offers, rather - I suspect - what hotmail indicates
you should be selecting. What do you *actually* have set in K-9 on
the android device.

Also, what version of K-9, and (less important) Android release, are
you using?
