It doesn't exist separately, but is included as part of the 
source for PCB.

So, download PCB from http://gpleda.org, follow the links to 
PCB, and where to download the source.  I think this eventually 
takes you to sourceforge.

In there, there are some files.  I think it is just two. .. 
."toporouter.h" and "toporouter.c".

I think it would benefit both projects if Kicad and gEDA were to 
work together on a lot of things.  There is a difference of 
philosophy that means both projects are needed, but everyone 
would benefit if certain things were shared.

In this case, since the Specctra interface seems to be accepted 
as a de-facto standard, this is an opportunity for a common 
point for sharing.  The Kicad project could port Anthony's 
router to the Specctra interface and pass the changes back. 

I'm not volunteering to do it.  My plate is full with gnucap.  
My offer to go half way to interface gnucap to kicad still 
stands.  I'm waiting for the other half.
