That leaves the question why mainframe designers actually chose 
uppercase instead of lowercase ;-) (Bad taste? That were the days of 
IBM, Apple did not yet exist...)

Concerning HTML, I think people preferred uppercase tags in the 
beginning because there was no syntax-highlighting and uppercase letter 
were better sticking out. Some people still prefer uppercase tags for 
the same reasons. Probably those who use Notepad for writing HTML.

Using uppercase also makes immediately clear from the first impression 
that this is not XHMTL, but it is not a big benefit.

My suggestion is to make lowercase the default for the output methods 
'html' and 'html-strict', and add two output methods 'HTML' and 
'HTML-STRICT' which will use uppercase.

BTW, you can already have lowercase with HTMLSerializer(transpose=str).
