The way I did this was to go to freshrpms.net and get the following:

aalib-1.4.0-5.1.fc3.fr.i386.rpm
aalib-debuginfo-1.4.0-5.1.fc3.fr.i386.rpm
aalib-devel-1.4.0-5.1.fc3.fr.i386.rpm
libdvdcss-1.2.8-4.1.fc3.fr.i386.rpm
libdvdcss-debuginfo-1.2.8-4.1.fc3.fr.i386.rpm
libdvdcss-devel-1.2.8-4.1.fc3.fr.i386.rpm
libfame-0.9.1-4.1.fc3.fr.i386.rpm
libfame-debuginfo-0.9.1-4.1.fc3.fr.i386.rpm
libfame-devel-0.9.1-4.1.fc3.fr.i386.rpm
libXvMCW-0.9.3-1.1.fc3.fr.i386.rpm
libXvMCW-0.9.3-1.1.fc3.fr.src.rpm
libXvMCW-debuginfo-0.9.3-1.1.fc3.fr.i386.rpm
libXvMCW-devel-0.9.3-1.1.fc3.fr.i386.rpm
xine-0.99.3-2.1.fc3.fr.i386.rpm
xine-lib-1.0.0-2.1.fc3.fr.i386.rpm
xine-lib-devel-1.0.0-2.1.fc3.fr.i386.rpm
xine-skins-1.9-1.fr.noarch.rpm

I don't think you actually need the debug or devel packages but I grabbed
them anyway as well as the sources. If you decide to get the source and do
a rpmbuild --rebuild on them, the xine package needs some tweaks in the
spec file because it uses an exact autoconf which FC3 doesn't have. My
build worked anyway.

I found it easiest to stuff all these in the same directory and then just
do rpm -ivh "*.i386.rpm" to take care of the dependencies. If you have apt
set up, you can add freshrpms to your source list and just do an apt-get on
xine.

My system already had sound set up and working before I started. I ran
xine, and it started fine. For some reason the setup screen is garbled with
hints overlapping widgets, but I could see enough to choose what I wanted.
That might have been caused by my spec file override. Once that was done
though, everthing worked fine.
