But what TLD's *belong* to the US ? AFAIK only .gov and .mil are
exclusively limited to US entities alone. If the "the voters" get a
say, it should be on .us TLD's, and the root servers under the
control of "everyone"
Like I said, I think .com, .net, .org, and .edu should all also be
limited to U.S. entities only, but that boat has already sailed. Even
so, someone has to be in charge, and I think it should be the folk
that had it originally.
But in another mail you said :

should be the people who are represented by the tld.
So who is represented by .{com,net,org,edu} ? Everyone !
So everyone should have a say, not just the US govt and it's reps
