You may have brought up another limitation of SVN 1.x, lack of granular
security. I say "may" because I'm not sure that was ever a goal
(starry-eyed OSS developers etc etc) and because, using it personally, I
never really looked for it.
I'll make the same offer to you I made to Stewart: IF you're willing to
go for it, ans IF I don't have to use C++ (or BASIC or any other
"gutter" language), I'll throw in with you. Heck, I can always write
documentation.
Same caution I gave Stewart, too.
