Personally, I would really like to see true smart cards here in the states (ie. cash on card). It will never happen. Too many companies adore the fees they get to charge here.

NOT the magstripe here-is-your-credit-card-information type. You're
quite right that merely providing the credit card information wouldn't
be any good for authentication.
