Assuming you're talking about sending out email, the "blocking" is
probably done because the whole class C is listed as residential or
dynamic by someone who thinks they know (shoot first, ask questions
later). However, I don't see 12.105.234.130 listed in RBL check at
http://www.robtex.com/rbls/12.105.234.130.html
Do you have the reverse DNS for the IP of your mail server pointing to
something with your domain name in it, not someone elses? This is a good
step.
In my experience AT&T likes delegation of classless subnets per RFC-2317
so then you do the reverse DNS. If you run your own DNS this isn't a
problem, otherwise you may have to teach your ISP how to do it.
