As I understand, GoDaddy will at its discretion, disconnect a DNS referral for suspicion of a spammer in the network. I suspect this is what happened in the case that started this thread. Somewhere in the network there was likely a compromised machine that was being used by spammers as an open relay. With little or no warning and without the possibility of appeal, GoDaddy can and will, by their agreement, shut of the DNS referral.
