What this most likely means is that he was running A) unencrypted BitTorrent to B) the default port on C) a very public tracker like PirateBay and D) not running something like SafePeer in Azureus which blocks access attempts from known RIAA/MPAA shills.

If one is going to do something illegal, one shouldn't be stupid about it.

Probably just recent, but Cox is happy to comply. People running BitTorrent actually use their bandwidth allocation. ISP's don't like this because they are oversubscribed.
