I assume by passion you (or he) means being horny. You (or he) are confusing sex with marriage. Getting married (the way our legal system works) just for the sex is usually a bad choice. Examples abound.

Having sex in a non-coercive arrangement (consenting adults where neither has undue power over the other) can take care of the burning passion. If you want to avoid making babies and spreading STDs there are effective means to accomplish that too. Many people in this country have tried the sex without marriage route and it generally works pretty well. You can't say that about marriage if it's just for the sex.
