Could this be an SPF issue?
Certainly. SPF is flawed-by-design. Anyone who's implementing it should

We implement it and it works for us. We do not drop e-mail if the SPF
check does not pan out, instead the header is marked so that our
customers can filter such e-mail if they wish.
