OpenBSD is a *lot* more minimal than FreeBSD.
You either have to use something like Debian's base install (i.e.,
don't add anything to the software set) or hack up a kickstart file
(see my response to John earlier) for RH-based systems to get a
suitably minimal Linux system.
Debian variants may or may not offer a minimal install option.
Ubuntu's server install CD will do the equivalent of a base Debian
install, with great effect.
These days, though, a Linux install < 400MB can be hard to achieve
without some work.
