good idea for a project and I think it could be possible. There are
a number of tools to us Linux geeks which can result in video for
uploading to various video sights and I just saw a presentation on
a local company who sells online disk storage who also provides
transcoding if one is inclined to go the self-hosting route for the
screen casts.

It has all the markings of a good project in that it requires a 
hardware configuration for the capturing, editing, transcoding,
documentation and training on use of such a system and all
the software to do this is readily available in OSS.
