fix that.  When it comes down to it, meaningful changes only happen when
enough people decide to stop playing by the rules, and decide to force a
change by direct action.  The voting that does happen serves little purpose
other than to pacify people who might otherwise actively pursue a change.

That way lies chaos.

If "direct action" becomes the rule, then "might makes right" becomes the rule.

That's no better.

The reason why voting doesn't work is because the majority don't give one iota of damn anymore. It doesn't matter *what* system you have when you reach that point. It's not going to work.
