That is how it is designed. I believe you get 3 tuners in the server box for
your
home and that means 3 video streams. It would not surprise me if they do
not direct more than one stream to a set-top-box and instead use these
streams for driving unique TV sets.

If they underpowered( remember, it's Windows ) the settop box then they
can't have a process recording on another stream while playing the other.
But with enough hardware, it shouldn't be impossible to do since it is just
an IP network with a bunch of Microsoft protocol hacks on it. 

They were a couple of years late with the release and a couple of billion over
budget on the project so it is no wonder there are minimal features.Also
remember,
the neighborhood server boxes were blowing up and I mean physically blowing
up. Many have speculated that it was heat related but not outside air over
heating,
inside the box over heating since the last two which blew did so in late Nov and
Dec of last year.  The battery packs were what failed explosively and MaBell2
is spending more millions swapping out the battery systems across the country.

One more thing I've picked up but have not searched to see if it is true is from
cable system commercials. It appears that U-Verse only allows one HD channel
out of the three video streams. So if you have more than one HD TV, only one
TV at a time can watch an HD channel.
