What is the current behavior of kplug-announce?

The current behavior is that kplug-announce is its own separate list that people would need to subscribe to in order to receive announcements.

I forget the reasoning, but I'm not sure how many people are subscribed to another list _and_ -announce. I suppose it makes sense to have it simply be a meta-list that goes to all the other lists (and also allows people to subscribe to seperately, if they don't want any of the other lists...)

Any other opinions?
