It looks like that should be easy enough to do, but when I do it, the
changes don't "take". Probably need higher privileges.

Maybe you would try this:

- In ZMI choose wiki, then recycle_bin. On the Security tab, uncheck the
 3 checkboxes under the anonymous column. (Access contents, List folder
contents, View), save and check by logging in as a non-manager user.

I'm not sure that's the right way, but it's worth a try. I didn't see
anything helpful in plone (contents, deleted wiki pages) under
properties or sharing.
