Jim,
Get the out of state employee a list of your rollovers individual line
numbers and have the call each one and then verify with a live body which
line they are on.  This should let you know what's happenning then you can
observe on the phone system as the dial in. Also, if you have caller ID,
you might want to put a butt set on the CO side to to see if you are getting
a ring that is being absorbed by the switch.
