In this special case it is not about a logical TRUE/FALSE, but it is a
typographical technical term. It describes that the lines on the front
and back of a paper are on the same position so that no shadow can be
seen on the other side, and that the lines in adjacent columns are on
the same height. You have to look up the correct terms for
"Register-true" and "Not register-true" in a typographical dictionary.
