For those, who want to make rp-l2tpd work with radius and also had problems to compile the actual cvs snapshot of pppd.
From the linux-ppp mailinglist I got the following solution:

touch ppp/pppd/pluginss/radius/radiusclient/stamp-h.in will fix it up.

and radius will compile.

Rats. :-(  The latest CVS snapshots may not compile... one of the risks.
I'm no longer involved in PPP or L2TP development, so I'm afraid you'll
have to talk to the PPP maintainers.
