I did a study a while back - In the original Half Life 2 it appeared that
models were build to a 16u = 12in scale, while buildings were generally on
a 12:12 ratio.

This was probably done in an effort to make humans look right, or it could
have just been a combination of factors, perhaps leftover from GoldSrc.
