I still am. The reason I didn't participate in this vote was that I
asked to resign from the Labs PMC (see private@labs) due to lack of
time and sufficient interest.
As for this vote and the related debate, here's what I'd do:
1) Start the lab. There's no point in holding back productive work
while the process and policy issues are being sorted out. Nobody
objected to the proposed lab and there's no conceivable harm it could
do to the ASF or Labs, so I'd just go ahead and start working on the
lab, regardless of what the bylaws say.
2) Fix the PMC. Ask all non-active members whether they want to
continue as PMC members. Drop everyone who says no or fails to respond
within reasonable time. Make it clear that they can always get back to
the PMC just by asking.
3) Fix the bylaws. Drop the extra ceremony that's causing trouble like
this. If needed, make a the fixes retroactive to make everyone happy
with step 1.
