Then it's a networking problem in general, not OSPF.

If you issue "iwconfig" command on the MANAGED node, what is the MAC address of the access point that it outputs?

By the way, what are the wireless cards that you use?

No, I cannot ping across the wireless link if the "MANAGED" node is started first.

If I start the master node first, the routes are established within 30
seconds of the second node completing the boot process.  Does this sound
normal?

Is there any way to kickstart zebra/ospf to establish or re-establish
routes.
