"sort of implies"??? LOL If they wanted the button to apply just to the upper tier they would have said so... they said, "All Used Fields". They said what they meant and it does what they meant.
All the clipboard buttons are grouped together so that you can find them easily, they were not "implying" anything by the placement. For crying out loud, they have a help, they have videos, they have pop-up instructions...they aren't trying to trick you... the 3 bar button has a specific use... use it as it is meant & it's a big help...misuse it & it's a mess.
