Jerry: In doing what you describe your Michigan locations would sort alphabetically by township name rather than by county--and counties could be mixed together in your location list. I prefer to toss out the 4-place convention and would enter it as
New Haven, Lenox Township, Macomb County, Michigan, USA. When sorted right-to-left all the townships in Macomb County would be grouped together alphabetically under the county name. If you're determined to stick to the 4-part system, then I'd drop the name of the town although it would usually be much more difficult to find a township name on a current map. It's not just in other parts of the world where the 4-part convention doesn't work well.
