For those who want to control the number used by Legacy, I would look into the 
use of User ID numbers.

Why swap RINs? it can be a major cause of confusion, depending on how one
does it.

Nevertheless, you are where you are, and I suspect that your only way of
dealing with this is to delete the wrong person. I would check first using
the Index or Name list to ensure that you do actually have duplicates, but I
strongly think that you have.
