It restores the originals - resetting them to default. I don't know why things like that work - I'm not a programmer. I just know that's the recommended solution to that error, along with the other steps.
The Legacy.usr file is the one with the biggest amount of items to reselect - it holds the settings and preferences in Options > Customize as well as some other scattered settings. The other ones are mainly related to reports and views.
