An Event (or a Fact) is something which happened.  A Source is the proof
that something happened.

In the case of a Census, it can be both a Source and a Fact:  John Doe
appeared on the Census; that's a fact.  John Doe lived in New York;
that's a fact.  The image of a page from the Census with John Doe's
entry is proof of the fact that he was enumerated in that Census and
proof that he lived in New York.

Some people use Census documents only as proof (a Source) for the
various pieces of information contained therein, such as address, place
of birth etc.  Other people like to have a Census Event.
