Basically tagging is a way of identifying individuals to whom you wish to apply 
further actions, often it is used in conjuntion with a search.

For example you could search for all individuals born in 1900, tag them with, 
say tag 1, then export all those with a tag of 1 to a GEDCOM or a Legacy file 
so that either only contain those born in 1900. Up to 9 tags are available, and 
you can combine them by search for individuals who have both tag 1 and tag 2 
for example.

Some users use the higher tag numbers to permanently identify individuals with 
particular relationships or attributes, although I don't.

Once you get in to them you will find plenty of uses for them!
