The purpose of tagging a record is whatever you make of it.  Your tag,
your purpose.

You should tag a record when you have a purpose in mind.  Tagging
without a purpose is useless.

Individuals can have more than one tag set at a time.  They are
independent of each other.

Some uses I've made of tags is:

a) marking distant relatives I've made contact with - if you don't keep
up regular correspondence, you may forget who they are.
b) marking people I want to include in my online trees (Ancestry,
MyHeritage, Genes Reunited, etc) - a small fraction of my database, so I
can quickly export them in a GEDCOM file.
c) people I want to check a particular detail for - tag everyone you
want to check, untag them as you do that check.  Then, you can work on
that project as time allows, and when you come back to it after a break
you need only search for people with that particular tag set.

Each of these situations is something that I can't easily reproduce with
a search of the database, or the search would bring up people I no
longer wanted to include (as in c above).

If you don't have any purpose for tags, don't worry about it.  You know
that they're there, and what they can be used for, and one day you may
find a need for them - in which case they're there ready to go.
