It seems to happen to my own messages when I convert them to plain text for 
sending to the list.  So I presumed that is what was doing it to other people's 
messages that come through with the strange symbols.

My mail reader is definitely not web based but I get emails with these weird 
symbols also.  I assure you my mail reader is not "stuck in the past", so that 
doesn't seem to be the definitive answer.
