It does seem to vary though. I looked at a birth cert. which had been reduced in size, and that was very poor - but so was the image. But a baptism certificate which was the original size was fine. As you will know, the latter is a lot smaller than the former.
If I just wanted a copy of the images then I would print directly from the image, and not use Legacy at all. I am not absolute clear about the aim of the OP..
