JLB I don't make a surname folder for every surname (way too many) - I make a folder for every direct ancestor surname and put related families in that folder. Before her marriage, the woman's information goes in her parent's folder, and after her marriage I put the info in her husband's surname folder. If she marries again, I keep her info in my direct ancestor's folder. I name all my files in the folders very specifically with all the relevant information so that the info is easy for me to find. I will occasionally keep duplicate info in more than one folder but not very often.
As far as using the locality method, I'd be jumping all over the place, since most of my families moved multiple times, and it would drive me crazy to have to look in 15 different folders for the info I wanted. I never thought of using the MRIN method when I was starting out, so when I started using digital files I just duplicated the method I used when I put everything into paper folders.
