According to the Help those arrows are used to change the order for pictures if more than one are linked to the same event. Look in the help for the picture centre under the "The Attached Tab", "Changing the Order" It also says you can move a picture from one event to another using the arrows. There is nothing that says it will move through the list of people using a picture.
