You are looking at the arrows you see when you have the attached tab highlighted. I was discussing the arrows that are present when the picture list is highlighted. They work as advertised except when using pictures or doc images attached to source detail. I am not sure if there are other cases where it doesn't work properly.

Look in the help for the picture centre under the "The Attached Tab", "Changing the Order" It also says you can move a picture from one event to another using the arrows. There is nothing that says it will move through the list of people using a picture.
