Actually, the arrows will show even if it is only attached to one person. If the currently highlighted person in the left panel is not the one that the picture is attached, then clicking on one of the arrows will make the highlight jump to the person that is linked. If linked to more than one then it will jump to the next one. Ron Taylor

I have submitted a problem report on the help file to add an explanation of those arrows and their limitations.
