Your last comments prompted me to go look at these arrows again. What I found
was that the arrows are there when a picture that is attached to someone is
highlighted. That is the picture list has a "+" in the "U" column. They
disappear when you highlight a picture that is not attached ("U" = blank). The
same applies to a document image such as a census record or a marriage record
where the image is attached to a source detail. However, in this case the
arrows are NOT functional even though they are displayed.
Perhaps there is a little bug nesting behind these arrows in addition to the
need for the help file update.

The picture I had selected when I checked this was not shared by
multiple people so those arrows did not appear on the Picture List tab.
The only arrows I found were on the Attached pictures as you say. I
checked again and found a picture which is linked to more than one
person and the arrows show then.
I have submitted a problem report on the help file to add an explanation
of those arrows and their limitations.
