The picture I had selected when I checked this was not shared by multiple people so those arrows did not appear on the Picture List tab. The only arrows I found were on the Attached pictures as you say. I checked again and found a picture which is linked to more than one person and the arrows show then.
I have submitted a problem report on the help file to add an explanation of those arrows and their limitations.
