As a developer, what disappoints me is to see a bug where the "births after 2000" doesn't work at all. Wasn't that on the test plan? Did no one look at all of the new statistics & make sure each one was calculating correctly? I think Legacy is a product worthy of better testing. Stepping down off soapbox...

But, as a developer I also see the other side of things. Users who are sometimes unable to phrase a problem in terms that the developer can understand. Descriptions of what the user perceives as the problem rather than the actual problem. users who seem incapable of following instructions designed ti elicit further information about their problem.
