I really don't understand why people want to change the way the modified date works. With all the Windows files it is the same (except for some database files). If you open the file, don't make any changes and just close the files, the old file date stays, but if you say: save, even if you didn't make any changes, the file date will change to the current date and time. And that's the way the modified date works.
